Summary:
The Manager - Compliance Reporting will be responsible for the oversight, coordination, preparation, and submission of various financially driven reports and submissions to regulatory agencies with jurisdiction over the company's facilities and operations, including, but not limited to, the Railroad Commission of Texas, Louisiana Department of Natural Resources, Oklahoma Corporation Commission, Kansas Corporation Commission and Federal Energy Regulatory Commission.
This position oversees a staff of three to five professionals.
Essential Duties and
Responsibilities:
Develop a comprehensive understanding of regulations impacting the company Provide internal guidance of such regulations including but not limited to 18 CFR Part 201, 18 CFR Part 284, 18 CFR Part 352.
This also includes Texas regulations including but not limited to Texas Administrative Code (TAC) Title 16 and Louisiana Administrative Code, Title 43, and various provisions of the Louisiana Revised Statutes.
Draft and prepare various rate filings and related studies as they pertain to Energy Transfer's intrastate pipelines and section 311 service providers.
the manager is also responsible for the day-to-day coordination with outside consultants and law firms.
Continuously develop and enhance the company's Compliance Tracker (CT) and Team Sites.
This will entail periodic review of the CT data base vs.
recent changes in the company structure and/or operations to ensure accuracy.
Prepare and submit required filings for natural gas pipeline and related facilities in the state of Louisiana, including volume reporting, contract approvals and construction applications as required.
Prepare and submit required filings related to natural gas activities in the state of Texas as required.
Prepare and file Statement of Operating Conditions for all intrastate pipelines with the Federal Energy Regulatory Commission.
Analyze cost of service and volume data for rate filings at the FERC and Serve to screen and validate 311 contracts and reported rates.
Respond to and coordinate with others on complex matters such as the Farmland Standards Communicate with regulatory agency personnel, customers, and internal departments to complete regulatory requirements while developing and maintaining positive relationships.
Analyze data retained on agency databases and in regulatory submittals of other parties.
Resolve regulatory reporting issues as they arise.
Requirements:
Education and/or Experience, Knowledge, Skills & Abilities:
To perform this job successfully, an individual must be able to perform each essential job duty satisfactorily.
The requirements for this position are listed below:
Bachelor's degree in related field or equivalent work experience in lieu of degree.
Eight (8) or more year's related experience in midstream natural gas and common carrier industry.
Must be proficient in Microsoft Office products (Word, Excel, PowerPoint) and capable of learning new programs quickly.
An understanding of FlowCal or equivalent measurement system.
Exposure to ESRI and/or other GIS products.
Experience with SAP and an understanding of the FERC Chart of Accounts under 18 CFR Parts 201, 351 and 352 or other accounting principles.
Exposure to natural gas operations and scheduling.
Knowledge and understanding of oil and gas regulations in Louisiana and Texas strongly preferred; experience with the Federal Energy Regulatory Commission and other state regulatory agencies desired.
Understanding of natural gas gathering and transportation contracts and Federal Energy Regulatory Commission Section 311 natural gas reporting requirements preferred.
Strong interpersonal skills required, including exceptional written and verbal communication skills.
Aggressive research ability required.

Detail-oriented individual with strong organizational skills and ability to prioritize responsibilities to meet critical deadlines.

Working Conditions:
The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
o Usually, normal office working conditions.
o Peak compliance reporting season (January-May) will sometimes require a flexible work schedule.
o Must be able to remain in a stationary position 50% of the time due to prolonged periods of sitting or standing.
o Occasional overnight travel will be required.
o Occasional visits to pipeline and related facilities which may include an awareness of operational safety requirements as well as exposure to extreme temperature conditions and loud machinery and require appropriate personal protective equipment.
