Director, Technology Program Management The Director, Technology Program Management reports to the Vice President Product Software Engineering, and has a dotted, matrixed reporting line to the Vice President/Director, Program Office. The Director, Technology Program Management works with business and development/engineering management to develop and implement roadmaps and strategies in alignment with Wolters Kluwer global objectives. The Director, Technology Program Management leads the Program Management Office (PMO) for his team, provides direction and day-to-day leadership to PMO program and project managers. This role includes responsibility for overseeing all aspects of multiple diverse programs, including overall budgeting, planning, reporting, communication, execution, functionality, quality, deployment and operational support. The position communicates with all PMO stakeholders and influences the direction of all team members to meet the overall program goals and objectives. The position serves an essential coordination and collaboration role across organization and program stakeholders. The Director, of Technology Program Management, is responsible for managing the full lifecycle of global software development projects across multiple product lines using industry best practices, cloud platforms, and agile methodologies including Scrum and SAFe. This position will ensure program success by managing the Program Management Office (PMO) team to plan and track program and project level milestones and deliverables, monitor and coordinate cross-team activities and dependencies, identify risks and develop mitigation plans, collect and clearly convey project status, and provide visibility to executives, stakeholders, and team members. The candidate will focus on software development process discipline to develop and deploy software products with predictable delivery, quality, reliability, scalability, and efficiency. The program will leverage key performance indicators (KPI) and dashboards to provide the organization with visibility into program status, trends, and risks. This position directly manages the Program Management office, and the software documentation teams, including both onshore and offshore resources and contractors. Essential Functions Manages the PMO office and is the interface to senior executives regarding Engineering program and project status and coordination with Product Management, Professional Services, Customer Support, and other groups Liaise with business and development engineering partners and stakeholders to understand needs, plan and coordinate activities, establish consensus and ensure all parties are well-informed. Engage with business and development engineering owners to understand business needs (expressed and latent), help map those needs to a development roadmap and execute projects and programs to deliver against the roadmap. Manage budgets and business cases, plan and track actuals across multiple programs Coordinate program plans and estimates; manage/monitor the overall program schedules Lead program reporting to senior management; Manage and report across multiple program roadmap, milestones, issues, actions, risks and budget. Ensure that projects are managed effectively to deliver on time according to project scope and stakeholder expectations Provides status or escalations to the Executive team on all Engineering projects Maintains a master schedule of all engineering projects including project plans, budgets, resource plans, etc. Collaborate with engineering leaders to establishes a common set of best practices for product releases from engineering including quality assurance, testing, documentation, performance benchmarking, etc. Evaluates and measures the effectiveness of processes and procedures for teams regardless of location or geographic distribution Tracks the overall metrics for product quality for issues found by clients or internal quality assurance Clearly communicate business needs of projects to assist with decision making and prioritization Responsible for coordinating budget planning across all internal / external engineering teams and partners with Finance to track monthly, quarterly and annual budgets Work with VP Engineering, Engineering Directors, and Product Management to identify technical debt mitigation plans Coordinate with the newly created Incubation team to establish the processes to enable innovation, regular reviews and feed the outcomes into product backlog for approved research projects Promotes, train, and coach the organization on industry methodologies, tools, processes, and best practices (Agile, Scrum, DevOps, etc.) Qualifications A minimum of 15 years of experience managing agile enterprise software development projects, preferably with global and 3rd party development teams A minimum of 5 years leading a Program Management Organization or team. Consisting of multiple large programs Demonstrated ability to work in a Matrix and geographically dispersed organization Bachelor's degree in computer science or related field preferred Strong leadership skills with a strong software technical acumen capable of establishing credibility both inside and outside of engineering Demonstrated success driving complex strategies and software technology projects to successful completion Strong program planning & budgeting skills Excellent process discipline for continuous improvement Strong presentation & written communication skills Knows how to establish engineering training & competency improvement programs for scalability and quality Knowledge of software development and quality assurance practices Excellent knowledge of the principles and practice of Agile software development Experience with Agile methodologies at scale with globally distributed teams Experience with products and projects at all stages of the SDLC
Salary Range:
$250K -- $500K+
Minimum Qualification
Software Development, Technology ManagementEstimated Salary: $20 to $28 per hour based on qualifications.
