Criminal Investigator

OEE initiates investigations based on information and intelligence obtained from a variety of sources. OEE conducts investigations to gather testimony and evidence of alleged or suspected violations of dual-use export control laws. OEE works closely with the Department of Justice to impose criminal sanctions for violations, including incarceration and fines, and with the Office of Chief Counsel for Industry and Security to impose civil fines and denials of export privileges. OEE routinely works with other Federal law enforcement agencies, including the FBI and the Department of Homeland Security when conducting investigations or preventative actions. OEE conducts its enforcement operations worldwide. To be successful, OEE needs Special Agents who possess a broad range of education, experiences and skills. Our Special Agents come from a wide variety of career backgrounds beyond law enforcement or the military, including foreign affairs, intelligence analysis, science, business and technology. For example, you may utilize foreign language skills to elicit information from a witness to an illegal export, technical skills to place covert recording and transmitting devices on an undercover Special Agent, accounting skills to decipher financial records to trace the illicit flow of money to prohibited entities overseas, or communication and collaboration skills to participate in joint agency investigations. Responsibilities:
Coordinate findings with other law enforcement agencies, other regulatory agencies, the BIS Office of Chief Counsel (OCC), other DOC program areas, and the United States Attorney's Office in preparation and prosecution of administrative proceedings. Investigate alleged violations of the Export Administration Act of 1979 and Regulations from suspicion of violation or receipt of a substantive allegation to the conclusion of any resulting criminal judicial process or administrative proceedings. Conduct investigations, testify in court and before grand juries, carry firearms, draft affidavits and execute search and arrest warrants. Experience:
GS-11:
You qualify for the GS-11 grade level if you possess one year of specialized experience, equivalent to the GS-09 grade level in the Federal government, performing the following duties:
Assisting in the identification of criminal activities and conducting law enforcement investigations on such activities. Assisting in the identification potential export violations and conducting law enforcement investigations on such violations. OR three full years of progressively higher level graduate education leading to such degree, LL. M. or Ph. D. or equivalent doctoral degree; or a combination of the required experience and education for this grade level. GS-12:
You qualify for the GS-12 grade level if you possess one year of specialized experience, equivalent to the GS-11 grade level in the Federal government, performing the following duties:
Identifying criminal activities and conducting law enforcement investigations on such activities; GS-13:
You qualify for the GS-13 grade level if you possess one year of specialized experience, equivalent to the GS-12 grade level in the Federal government, performing the following duties:
Identifying criminal activities and conducting law enforcement investigations on such activities; Identifying potential export violations and conducting law enforcement investigations on such violations. NOTE(s):

Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE:
All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), Notice of Personnel Action that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted). FIREARMS. Selectee will be required to carry and use a firearm, demonstrate proficiency on a recurring basis, and not be in violation of 18 USC 922 (Lautenberg Amendment). NOTE:
LAUTENBERG AMENDMENT - This position authorizes the incumbent to carry a firearm. Any person who has been convicted of a felony or misdemeanor crime of domestic violence cannot lawfully possess a firearm or ammunition (Title 18, USC Section 992(g)). A felony or misdemeanor crime of domestic violence is generally defined under the statute, as any offense involving the use or attempted use of physical force, or the threatened use of a deadly weapon, committed by the victim's current or former domestic partner, parent or guardian. The term convicted, as defined in the statute, excludes any person whose conviction has been expunged, set-aside or pardoned, or any person whose civil rights have been restored, so long as such restoration does not restrict the shipping, transport, possession or receipt of firearms or ammunition. Candidates who have been convicted of a felony or misdemeanor crime of domestic violence within the meaning of the referenced statutes are not eligible for the position. MAXIMUM ENTRY AGE. This position is covered by the special retirement provisions for Federal Law Enforcement Officer (LEO). Candidates without previous LEO service must be under age 37. Those with current or prior federal LEO coverage will be considered only if they can demonstrate that they will have completed 20 years of covered service by mandatory retirement age of 57. This requirement is waived for Veterans. NOTE:
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
