Administrative Officer

This position serves as an Administrative Officer and reports directly to the Special Agent in Charge (SAC) of a regional office providing administrative support to the entire regional office. Additionally, this position serves as an expert advisor to the SAC and the Assistant Special Agent in Charge (ASAC) in formulating, justifying, revising and executing the office's budget. As an Administrative Officer, the incumbent:
Determines the propriety of budget requests, obligations and expenditures. Monitors the use and rate of expenditures of funds through an automated budget system, dialogue with regional management staff and review of written documents, procurement and account records. Recommends and implements reprogramming of funds when necessary and in coordination with OI Headquarters staff. Serves as the liaisons with administrative staff and supervisors of other law enforcement agencies, including the Federal Bureau of Investigation, to coordinate payment of expenditures per Memorandums of Understanding related to task force or joint undercover operations and electronic monitoring. Works with GSA contractors who install police lights, sirens and radios, the Regional Vehicle Coordinator (RVC) and supervisors to ensure vehicles are properly equipped for law enforcement activities. Assists the RVC, in contracting with certain vendors, with removing equipment when the lease expires and reinstall equipment in new vehicles. Advises on the formulation of plans and policies in relation to budgetary, fiscal and other administrative considerations, such as procurement. Develops and maintains a system to track all performance plans and ratings. Qualifying specialized experience must demonstrate the following:
GS-11:
Experience assisting in human resources management (reviewing personnel actions, reviewing appropriate hiring documents, etc.); Experience assisting with budget execution (preparation, monitoring and reporting); AND Experience assisting with general services management (facilities, travel, equipment and supplies). OR Ph.D. or equivalent doctoral degree in a field that demonstrates the knowledge, skills, and abilities to do the work of this position; OR 3 full years of progressively higher-level graduate education leading to such a degree in a field that demonstrates the knowledge, skills, and abilities to do the work of this position; OR LL.M. if related to the position; OR Combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement. GS-12:
Experience with human resources management (reviewing and submitting personnel actions, reviewing and submitting appropriate hiring documents, etc.); Experience with budget execution (preparation, monitoring and reporting); AND Experience with general services management (facilities, travel, equipment and supplies). THERE IS NO EDUCATION SUBSTITUTION AT THE GS-12 GRADE LEVEL. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
