The selected candidate will be expected to perform the following tasks:
Assists in execution of payment functions. Coordinates and maintains internal review of transactions. Performs various reviews and analysis to ensure financial integrity. Responsible for the completion of assigned financial reconciliation and reviews for the correction of any discrepancies found. Responsible for the analysis of data from Integrated Funds Distribution Accounting and Procurement (IFCAP) and Financial Management System (FMS) systems. Assures proper documentation and entry of accounting transactions. Performs special analytical reviews for management. Other duties as assigned. Promotion Potential:
The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule:

Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Basic Individual Occupational Requirements:
Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2.A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR 3.Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Specialized Experience Requirements GS-07 grade level:
One year of specialized experience (equivalent to the GS-05 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
providing systems analysis, advice, and design regarding Financial Management and Accounting systems, assisting customers with various construction accounting inquiries, reconciling financial reports, taking corrective action on financial system issues or reporting errors, provide training to staff, and conduct necessary financial close out requirements. OR Education:
Applicants may substitute education for the experience required for the GS-07 level. Candidates must possess 1 year of progressively higher-level graduate education. Combination Education and
Experience:
Applicants may also combine education and experience to qualify at the GS-07 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education. Specialized Experience Requirements GS-09 grade level:
One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes:
performing independent analytical, evaluative and interpretive duties on any accounting matter related to accounting inquiries, reconciling financial reports; taking corrective action on financial system issues, providing technical expertise to accounting staff, as well as serving as an adviser to higher management throughout the facility, and conducting independent review of existing systems and workflow procedures in order to identify discrepancies or opportunities for system enhancements and analyzing system requirement and designs. OR Education:
Applicants may substitute education for the experience required for the GS-09 level. Candidates must have 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR Combination Education and
Experience:
Applicants may also combine education and experience to qualify at the GS-09 level. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
