Formulates, recommends, and oversees the implementation of the strategies, methodologies, targeting criteria, procedures, reporting and accountability systems, and guidance that forms the basis for the Regional criminal investigation/enforcement program. Provides recommendations to the Regional Director and Deputy Regional Director on program priorities and resource requirements based on in depth knowledge of statutory requirements, industry trends and problems, and the policies, concerns and objectives of EBSA, DOL, and Federal, and State agencies with which the Region and EBSA coordinate criminal and civil enforcement activities. Closely coordinates the development and implementation of Regional priorities, strategies and objectives with the Chief of EBSA's Criminal Investigations Division and other Regional Senior Advisors for Criminal Investigations to ensure Regional consistency with Agency-wide policies and priorities. Provides technical direction, advice, and guidance to Regional investigators on the conduct of investigations; reviews and evaluates investigative findings to assure that evidence is sufficient and conclusions and recommendations are technically correct and legally supportable for case referral tor Federal or State prosecution. Develops written guidance and training materials and presents guidance and training relating to criminal investigations and enforcement to EBSA Investigators, Benefits Advisors, and Managers at Regional and National training sessions. Develops and recommends criteria for selecting cases for criminal investigation and prosecution; applies and instructs the Regional staff as to the application of grand jury rules and procedures; ensures that documents and exhibits are obtained in a manner which will permit their introduction into evidence; ensures appropriate maintenance, distribution, and disposal of sensitive materials; and determines that sufficient proof exists for all elements of alleged violations. Represents the Region and the Agency in dealings with other DOL and Government agencies, employee benefit plan fiduciaries and service providers, industry officials and organizations, and other groups; initiates and maintains liaison with Federal and State agencies to assure coordination of programs aimed at reducing criminal activities; represents the Region on standing and ad hoc Federal and State law enforcement committees for the purpose of developing integrated and consistent enforcement policies, procedures, goals, and reporting systems. Applicants must have 1 year of specialized experience equivalent to at least the next lower grade level, GS-13, in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge (ERISA), skills, and abilities, to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. For this position, specialized experience includes progressively responsible experience that demonstrates:
1) the ability to develop and apply investigative methodologies and approaches appropriate to the investigation of complex financial practices applied by employee benefit plan fiduciaries and service providers:
2) knowledge regarding the criminal prosecution process and procedures; and 3) the ability to work with other Federal and State agency enforcement representatives to improve the effectiveness of the investigation of white collar crimes.

Estimated Salary: $20 to $28 per hour based on qualifications.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
